Mayor
- Pat Kelly — Mayor of Lowry Crossing, elected citywide in November 2025 (defeated Sally Cooper). As Mayor, he is the Chief Executive Officer of the city under Texas LGC § 22.042. He presides over all City Council meetings, signs ordinances and resolutions, and represents the city in ceremonial and intergovernmental capacities. City Administrator / City Secretary (City Manager)
- Janis Cable — serves in the dual role of City Administrator and City Secretary. She is the top appointed official who manages the day-to-day operations of the city. As City Secretary, she maintains official city records, posts meeting notices, certifies ordinances, and serves as the custodian of public records under the Texas Public Information Act. As City Administrator, she provides broader operational oversight. She also administers the city's hotel occupancy tax collection (per Ord. 360). History
How Lowry Crossing Was Named
The community was named for William L. Lowry, an old-time Methodist circuit-riding preacher. Mr. Lowry and his family came to Texas in 1852 from Kentucky and established their home near the East Fork of the Trinity River. It was on his property the freight wagons crossed and became known as "Lowry's Crossing."
Key Historical Events
- 1900-1906: Community had two churches, a grist mill, three general stores, a blacksmith shop, and a post office
- 1927: Bridgefarmer was a dirt road
- 1928: Road rocked by county commissioners (Levi Bass initiative)
- Late 1960s: Bridgefarmer Road paved with asphalt through community fundraising
- 1964: Milligan Water Supply established (~1,965 households served today)
- 1971 (July 19): Lowry Crossing officially incorporated (79 families at incorporation)
- 1972: First City Hall established on property purchased by Glen Eastham, Mr. Roper, and Mr. Webster
- 1984 (January): Volunteer Fire Department formed
- 2005: New City Hall facility opened

Milligan Water Supply serves homes both in and out of Lowry Crossing. Established around 1964, approximately 1,965 households are served.
